The Old Vehicle Scrapping Program is designed to retire the older generation of in-use vehicles ( 1994 and older) in order to prevent the pollution emitted from these vehicles.

Today's automobiles emit 90% less pollution than cars built in the 1990s and prior. We might  be unable to picture creating pounds of global-warming pollution when we drive, but the exhaust from our cars has an actual weight. An average household with two mid-size older sedans, emits more than 20,000 pounds of carbon dioxide (CO2) a year. That is 10 tons of additional pollution contributing to the greenhouse gas inventory, hence worsening the impact of the "greenhouse effect".

Older, light-duty vehicles (1990 and prior) accounted for 56% of the ROG and 41% of NOx emissions from all light-duty vehicles in 2005, despite accounting for only 19% of the vehicle population and less than 13% of the vehicle miles traveled.  Generally, these older vehicles emit more pollutants because of less stringent emission standards and increased wear and tear on drive train and emission control components .

A gallon of gasoline weighs just over 6 pounds. When burned, the carbon in it combines with oxygen to produce about 19 pounds of CO2. Add the energy that goes into making and distributing the fuel and the total global-warming pollution created totals approximately 25 pounds of CO2 per gallon. An average car that gets 21 mpg and is driven about 30 miles a day uses 1.4 gallons daily and emits 35.7 pounds of CO2 every day. This adds up to be a lot of pounds when multiplied by the millions of cars on the road across the country! Older vehicles are capable of producing 20 to 30 times more pollution using the same amount of gas!
